Our dear friend and colleague Tomáš Zábranský passed away recently. He was world-known and respected in the international medical community, thanks to his efforts in cannabis research and legalisation. Graduated from the Medical Faculty of Palacky University, Olomouc in 1993 (M.D.); he received his Ph.D in epidemiology, hygiene, and preventive medicine from the same university in 2001. In 2003-4, he was an H. H. Humphrey/NIDA Research Fellow at Johns Hopkins Bloomberg School of Public Health, USA, professionally affiliated with the Center for Drug Policy Research of the RAND Corp. think-tank. He advocated for the legalization of medical cannabis in the Czech Republic, and helped push through the Medical Cannabis Act in the Czech Parliament. Since 2014, he has served as Advisor on Drug Policy to the Czech Prime Minister and as the Envoy of the Czech Minister of Health for the Implementation of Medical Cannabis into the Czech Medical System and for Illegal Drug Issues. Tomáš worked as an expert in drug epidemiology and monitoring of the drug situation in numerous UN and EU projects. In 2015, he was elected by the EU Parliament as an (Independent) Member of the Management Board of the European Monitoring Centre for Drugs and Addictions. Also in 2015, he organized Medical Cannabis Conference, an international gathering of scientists, politicians, activist, businessmen and patients - thus created a discussion platform, which helped to push through his main goal - to make cannabis medicine available to everybody in need. In 2010, under the auspices of Ivan Langer, Tomas put together a parliamentary seminar about medicinal cannabis in the Czech Republic and invited both deputy members and experts from a broad range of related fields. The conclusion of the seminar was that there is enough evidence for cannabis being an effective treatment for selected conditions, that the international law provided a framework for implementing it, and that legislative changes were needed in the Czech Republic. This was a first step in a series of events, among them a petition of experts, advocates and patients in 2011 which called upon inaction in this area. Medicinal cannabis was legalized in 2013 in the Czech Republic, with enormous amount of backstage work from Tomas and others. He continued fighting for the law to be implemented and accessibility of medicinal cannabis to be improved long past these official milestones. Many people were involved in this movement, but it would be fair to say that little to nothing would have happened in this area without him.

Here`s one from a conference Urban Drug Policies in Globalized World that Tomas organised in 2010, with the support of Open Society Fund. With the conference, he brought the international drug policy world to Prague - from researchers, to consumer representatives, drug policy coordinators and the police. The conference took place in the art deco Municipal House where the Prague Declaration on drug policy was launched too. One of the underlying aims was to open the discussion of a safe injecting facility in Prague - which, unfortunately, didn`t happen then and hasn`t happened yet. Maybe one day...

⁠I feel very lucky and honoured that I got a chance to work and to get to know Tomas on several projects which we did under Department of Addictology for Georgia. He was very friendly, human, and very professional. He wasn't playing any games on who is in which position, always approached me and others equally and with respect. I first met Tomáš when he visited Florida State University about 20 years ago. I was fortunate to get to work with him on a special issue on Czech Drug Policy for the Journal of Drug Issues. I kept in touch and he always kindly spoke to my American students when I visited Prague over the years. This is the last photo I have of him - he was smiling and happy. He will be missed!

Here`s a photo of Tomas and his Georian "family". From 2010 to 2016, he lead several projects that aimed to develop addiction science in Georgia, funded by the Czech Developmental Agency, USAID or European Comission. We all have great memories from that time and the team of trainers and experts loved him dearly.

Pokolení odchází, pokolení přichází... Sbohem, Tomáši! Byl jsi jedním z těch, kteří nedovolili v ČR rozjet válku proti marihuaně - válku proti dětem. Bez Tebe a Tvé práce by byl svět ještě mnohem horší, než je. Buddham Saranam Gacchami, Dhammam Saranam Gacchami, Sangham Saranam Gacchami. A Ty jsi pro sanghu - obec, či prostě lidi - udělal strašně moc. Díky! I za to, že ses tehdy - snad v roce 1998 - nechal vyfotit s tou čepicí DEA! A drž mi místo :) jxd

One of my best friends. We met when we were kids, spent a lot of time together since. He was an artist, he translated John Lennon's poems, he was also musician - his band even wrote a song about me, and he was helping my own band with recording production. But mainly, he was a pioneer of cannabis legalisation, and helped to push through the law about medical cannabis in the Czech republic - this was his main life goal, and he achieved a lot in this area, and saved literally thousands of lives thanks to this. He was also organizing Medical Cannabis Conference in 2015, a breakthrough event, which helped to positively change public awareness about cannabis in Czech republic and globally too. I remember making a bet with him in 2013 that his legislation effort cannot succeed - and it did. So I lost a bottle of whisky, then on another occasion, he lost a bet. Then this repeated few more times - so we made a deal that once we will bring all the bottles together and will talk and talk. It won't happen in this life, but it will. Sometimes, somehow, i dont know how, but i'm pretty sure it will. Farewell, my friend. Thanks for everything.
